Already available in the US via T-Mobile and Cincinnati Bell, the HTC Radar is about to cross the northern border to Canada, where Videotron is reportedly getting ready to release it. According to Le Presse (website in French), Videotron intends to launch the new Windows Phone Mango handset in "early spring", which likely means in March.
